Only a third of the people in local jails have been convicted of a crime

A new report from Prison Policy Initiative examined the increase in city and county jails. While there has been a decrease in state and federal jails, the amount of people in city and county jails has doubled. The ironic thing about the situation is that most of the people who are locked up have not been convicted of a crime. Most inmates are in there awaiting trial and others are simply in holding for state and federal authorities. In addition to that 65 percent of the people incarcerated have some sort of substance abuse related problem. However the lack of health care of facilities have prevent them from getting treatment.
