On July 29th, an ordinance was passed to allow the City of Chicago to boot cars on private property. In years past, this was an illegal practice within the city limits. However a proposal was presented by Joseph Grillo of Global Parking Management to change that law. Grillo was able to submit this proposal to the City Council and the alderman for approval, even though he is not a politician. He was able to do this by using a little known process that allows any citizen to submit legislation.
